Clinton Healthcare Plan of 1993
In 1993, then US President William ‘Bill’ Clinton proposed a healthcare reform package called the Clinton Healthcare Plan. Opposing parties refer to the plan as HillaryCare, since it was created under the supervision of then First Lady of the United States, Hillary Clinton.
Although wealthy and industrialized, the United States does not have a universal healthcare program, though there are several agencies that cater to the medical and healthcare needs of specific sectors of the populace: Medicare for the elderly and disabled; the Veterans Health Administration for veterans; and Medicaid for those who live in poverty.
Under the Clinton Healthcare Plan, every citizen in the United States was required to enroll in the program under a qualified health plan. The bill, entitled Health Security Act, consisted of more than 1,000 pages and was centered on an enforced mandate that employers must provide healthcare plans and insurance coverage for their employees through healthcare maintenance organizations.
Many voiced their oppositions to the Health Security Act, deeming the bill as an act of the administration to take control of the health care system in the United States. The public also rejected it for its consequent hike in government spending and taxes.
In 1994, all hopes to push the Clinton Healthcare Plan vanished when the Republicans dominated both the Congress and the Senate after winning the most number of seats in the election.
